The City of Arnold Department of Finance is responsible for accounting, budget preparation and payroll/benefit administration.

The Department’s objective is to ensure fiscal responsibility in budgeting and to act responsibly as custodians of the public trust. It is responsible for:

  • All financial and accounting functions
  • Cash management and investment
  • Budget preparation
  • Purchasing
  • Insurance coverage

The City of Arnold Treasurer is an official elected city-wide and charged with the responsibility of signing the City’s checks and bond issues and serving as an advocate for the voters on financial matters.

The position also has a number of other responsibilities assigned by State Law, City Ordinance, and other actions by the City Council.

Dan Kroupa was first elected City Treasurer in April 2010, and re-elected to two-year terms in April 2012, 2014, 2016, 2018, 2020, and 2022.

Dan is the Vice President of Finance for JEDMED Instrument Company in south St. Louis County. He is a member of the Arnold Midwest Bank Centre Advisory Board, and the ARC/TDD Board. Dan is chairperson of the Finance/Budget Committee and a member of the Sewer Rates Review Committee and the Economic Development Committee. He is a former member of the Parks & Leisure Service Board. In 2013, Dan was elected to serve on the Fox C6 School Board. Dan and his wife Sue have lived in Arnold for their entire lives.
